Dr. Andy Phan is a dedicated and board-certified pediatrician with over two decades of experience providing comprehensive care for infants, children, and adolescents. Known for his compassionate and family-centered approach, Dr. Phan believes that every child deserves personalized attention and that parents should always feel heard, supported, and informed. He earned his Doctor of Medicine degree from Ross University School of Medicine and completed his Pediatric Residency at the University of Illinois College of Medicine, where he developed expertise in preventive care, chronic disease management, and childhood development.

Throughout his 20+ years in practice, Dr. Phan has been recognized for his calm, approachable demeanor and his ability to explain medical conditions in clear, simple language. He works closely with families to make healthcare decisions that reflect their values and the unique needs of their children.

Fluent in English and Spanish, Dr. Phan is passionate about serving the diverse communities of the Central Valley with culturally sensitive and accessible care. His clinical services include well-child checkups, newborn and adolescent care, immunizations, developmental screenings, acute illness management, and guidance on nutrition and healthy growth. Before joining Living Water Clinic, Dr. Phan served children and families in Exeter and the surrounding Tulare County region, where he earned a strong reputation for compassionate, high-quality pediatric care.
